Marshal Office is a local authority institution (local government with about 1000 employed) whith responsibility of Health Protection (Health Department- 32 pleople employed,) with separate areas of activities for elderly people, are a part of the state and the National Health Fund responsibility.
Health Protection covers three areas of activity creating competences in health care, public health and social care:
• Health care services are aimed at patients who already have a condition that requires treatment. This is the part of the health sector, which is conventionally called restorative medicine.
• Public health activities are aimed at the entire population in order to prevent health problems. This includes health promotion and prevention.
• Social services and its activities are aimed at individuals who require permanent social and health services, for example individuals who are chronically ill or disabled.
The challenge of an ageing society in Poland creates any core competences and can be characterised by:
• Implementation of ICT Systems based on interoperability and Semantics
• Implementation of new technologies based on Ontology
• System integration at the regional and country level.
The Health Department of Lower Silesian Marshal’s Office used to initiate and implement EU programs in the health sector. It is also involved in the action related to the interoperability of health systems implemented both at the regional as well as at a national scale. Lower Silesian Voivodeship (Health Department) had already realized the ICT system for the treatment and therapy of illnesses. In collaboration with SMEs and several universities ,Health Department is also active in the area of innovative telematic services for the patients’ and the elderly people monitoring.
